PARK HIGHWAY COMPANION PROJECT, Wenatchee National Forest, Yakima
County, Washington. Project consists of construction of two parking
areas, handicap accessible trails, and foot bridges in two locations.
Work includes grading, base, paving, simulated stone walls, and
pedestrian bridges (native timber). Project includes: construction
survey & staking; construction schedules; 600 cu meter watering for
dust control; 1 ha clearing & grubbing; 1,250 cu meter excavation;
5,000 cu meter borrow; 2,850 ton minor crushed aggregate; 1,500 ton
minor hot asphalt concrete; 64 m driven piles; 10 cu meter structural
concrete; 640 kg reinforcing steel; 70 m culverts; 140 m simulated
stone curb; 1 ea simulated stone masonry surface test wall; 1,320 sq
meter sidewalks; 160 m simulated stone concrete barriers; 7 m wood rail
fence; 400 cu meter topsoil; 2 slry units turf establishment; 2.3 sq
meter traffic control devices; 1,200 m traffic pavement markings; 80
flagger hrs; 1 drinking fountain; 2 kiosks; 3 log stringer foot
bridges; 4 picnic tables; 1,810 m pedestrian foot trails; and other
smaller items of work. Project is located approximately 45 kilometers
NW of Yakima, Washington. Work shall be completed by approximately
September 7, 2001. Estimated price range is between $500,000 and
$1,000,000. This action is being considered for a Total HUBZone
Set-Aside. Prime Contractors who are HUBZone small businesses and who
intend to submit an offer for this solicitation, MUST submit by e-mail
to contracts@wfl.fha.dot.gov the following for receipt by COB on July
25, 2000: (a) a positive statement of your intention to submit an
offer for this solicitation as a Prime Contractor; (b) date of HUBZone
small business certification; (c) evidence of bonding capability, to
include both single and aggregate totals; and (c) evidence of
experience in work similar in type and scope to include contract
numbers, project titles, dollar amounts, and points of contact with
their phone numbers. All of the above must be submitted in sufficient
detail for a decision to be made on availability of interested HUBZone
concerns. Failure to submit all information requested will result in
a contractor being considered "not interested" in this solicitation. A
decision on whether this will be pursued as a HUBZone small business
set-aside or on an unrestricted basis will be posted as a modification
in the Commerce Business Daily including CBDNet. The following applies
only to Minority, Women-Owned and Disadvantaged Business Enterprises
(DBEs): The Department of Transportation (DOT), offers working capital
financing and bonding assistance for transportation related contracts.
DOT's Bonding Assistance Program (BAP) offers bid, performance and
payment bonds on contracts up to $1,000,000. DOT's Short-Term Lending
Program (STLP) offers lines of credit to finance accounts receivable.
