Archives and Records Administration (NARA) hereby notifies of intent
to issue a Request for Proposal (RFP) in a negotiated procurement for
Concrete Vault Construction at the National Archives Building in
Washington, DC. The contract work includes excavation, piles, concrete
construction of new transformer vaults, construction of new electrical
ductbanks between the new and existing vaults, waterproofing, sidewalk
construction and miscellaneous other work. Transformers, switchgear
and high voltage cabling are not included in this contract. Estimated
cost range is $1,000,000 -- $5,000,000. The Contractor must provide all
management, supervision, labor, and materials for the construction. One
contract will be awarded based on Technical Evaluation Factors and
Price specified in the RFP. Competitive formal source selection
procedures will be used in accordance with FAR 15. The contract will be
Firm Fixed Price. The _tradeoff process_ is the method that will be
used to evaluate price and other factors specified in the solicitation,
with the goal and objective being to select the proposal that offers
the best value to the Government in terms of performance, quality and
pricing. The Technical Evaluation Factors are: EXPERIENCE (25%) The
Offeror must demonstrate its experience in providing similar services
and supplies on at least two (2) similar projects, within the past five
(5) years. Similar project is defined as a project that is comparable
in nature, type, and complexity to the project in this solicitation,
and meets the following characteristics: project included concrete
construction of below grade structures, pile construction and
excavation in an urban setting. PAST PERFORMANCE (20%) The Offeror must
have satisfactory performance in providing similar services on at least
two (2) similar projects within the last five (5) years. KEY PERSONNEL
(25%) Offerors must identify and submit resumes for the individuals
proposed for the Contract Executive and General Superintendent
MANAGEMENT PLAN and SCHEDULE (25%) Offeror shall provide a schedule for
the completion of all contract work and acceptance by the Contracting
Officer. Specified durations must be based on a project schedule that
demonstrates that the contract work can be completed no later than 360
calendar following notice to proceed. Schedules that demonstrate the
ability to complete all contract work in less than 360 calendar days
will receive higher technical scores. Offerors are advised that their
proposed contract duration if less than 360 calendar days shall become
the official contract duration if their offer is accepted by the
Government. Offeror shall also provide a narrative detailing their
management plan and technical approach for executing the base contract
and any option work that may be contained in the RFP. SUBCONTRACTING
PLAN (5%). This solicitation is not set-aside for small business.
However, this procurement is being made under the Small Business
Competitiveness Demonstration Program. The Standard Industrial Code
(SIC) is 1542 and the small business size standard is $17 million. A
pre-proposal meeting and site visit will be held in the auditorium (5th
floor) of the National Archives Building, located at 7th St and
Pennsylvania Ave, NW on October 3, 2000, at 9am. Please use the

available for issuance on or about 09/15/00, and will be due on or
