This modification is issued to amend the original notice as follows: Phase One submittals are to consist of the responses to the three previously stated Phase One evaluation factors only (Experience and Past Performance, Key Personnel, and Design-Build Approach/Philosophy), which must be received by GSA no later than 2:00 p.m. on 28 July 2000. The Government will evaluate the Phase I submissions and establish a competitive range. Only those firms within that competitive range will then be invited by the Government to provide the Phase II submissions, consisting of the Request for Proposals, a design proposal management plan, value enhancements, pricing, and any other requirements noted. For those firms determined to be within the competitive range, the Government may enter into discussions before soliciting "Best and Final Offers." The Government will make a selection using the evaluation and award factors addressed. The RFP for this project will be available when the most highly qualified Phase One offerors selected to participate in Phase Two are notified.
