This is a source selection procurement for one solicitation resulting
in award of up to four Indefinite Delivery Indefinite Quantity
construction contracts using the "Solution Order Concept" (SOC) method.
SOC means that the contractors develop or determine the construction
"solution" best suited to serve the needs of the Government for the
particular task. With few exceptions, the Government does not develop
traditional plans and specifications. Award will be made to the
responsible offerors whose proposals, conforming to the Request for
Proposals, will be most advantageous to the Government resulting in the
Best value, cost or price and other factors considered. After award of
the initial contracts, the awardees will compete for task orders based
on either best value or low price technically acceptable to the
Government. The tasks will generally be routine renovation and repair
of existing military facilities including barracks, administrative and
personnel facilities, warehouses, and other structuresof similar use.
Tasks shall also include new construction and incidental alteration or
construction work, repair to waterfront areas, underground and overhead
utilities, industrial facilities, projects consisting exclusively of
demolition and lead and asbestos removal work. Each contract will be
for one base year with four option years. The total construction cost
for all (up to four) SOC contracts shall not exceed an aggregate dollar
amount of $30,000,000. Evaluation for contract award is based on the
following factors: Factor (A)Price and Factor (B) Technical. Factor
(B), Technical, has five sub-factors which are: (1) Past Performance,
(2) Seed Project, (3) Management Approach, (4) Safety and (5) Key
Personnel. The weight of price is equal to the total combined weight of
the technical factors. Technical sub-factors are listed in descending
order of importance. Price will be based on the Seed Project for Work
Request 31004, Install New Swimming Pool Surface at COMNAVMAR with an
option to be exercised within90 days, for Work Request 31206, Install
New Swimming Pool Surface at NCTS, Guam, estimated between $100,000 and
$250,000. Offerors can view or download the solicitation package at the

2000. The due date for receipt of proposals is within 30 calendar days
from the date of availability of the solicitation. Our Federal Express

is limited competition to 8(a) firms certified for participation in the
8(a) Program who are serviced by the Hawaii District Office whose
address is U. S. Small Business Administration, Hawaii District Office,
300 Ala Moana Boulevard, Ste. 2314, Honolulu, HI 96850. Firms that are
not serviced by the Hawaii District Office, but who have a veriable
office and employees located within the geographic area served by the
Hawaii District Office at the time of this CBD announcement, are
eligible to submit offers. All other firms are deemed ineligible to
submit offers. The Standard Industrial Code is 1799. The 8(a) firms do
not require SIC 1799 approved by the Small Business Administration for
