Joint Standoff Weapon (JSOW) The JSOW program office is seeking
information on datalink receivers (one way receive only) for the
purpose of determining the viability of adding a retargeting-in-flight
capability to JSOW. JSOW is an air-launched weapon currently deployed
by the United States Navy and Air Force. The receiver cost, size,
weight, antenna requirements (size), anti-jam capability, and
compatibility with Navy and Air Force Strike aircraft are the primary
factors for determining viability. The following minimum requirements
apply: 1. Size: 9 inches x 13 inches x 6 inches. Objective: 100 cubic
inches. Provide candidate form factor(s). 2. Weight: 25 pounds.
Objective: 10 pounds. 3. Antenna compatibility: Compatible with an
antenna with the following maximum form factor: 7.5 X 7.5 inches by
0.75 inches deep and a connector of less than 2 inches in length. The
design must provide low signature characteristics and be installed
conformal with the air vehicle surface behind the strong back (ms 101
and ms123). 4. Environmental: JSOW AUR environments are most severe
during aircraft captive carry. The receiver must be compatible with
captive carriage on the aircraft listed in the next paragraph. 5.
Aircraft Compatibility: Must be compatible with military Link-16, VMF,
AWW-13, Surgical Strike, UHF digital modems, or other datalinks
currently available for strike warfare or funded: Aircraft platforms to
be considered are as follows listed in order of priority: F/A-18, F-16,
F-15, JSTARS, P-3, S-3, and JSF. Additional evaluation factors are
listed as items 6 through 14. 6. Interoperability. The receiver must be
compatible with existing network capacity, network management, and
crypto handling (if applicable). 7. J/S: Maximum interference to signal
ratio (J/S). 8. Cost: NRE and recurring (based on lots of 150, 500, and
1000 units per year for a total of 2520, 8400, and 16800 units,
respectively). 9. Availability: Need the following: One prototype and
one shop queen in 02 6 flight units in 03 14 flight units in 04 Full
production deliveries start in 05. 10. Operational Performance: Time
required to transmit target location in WGS 84 coordinates with a
minimum resolution of 3 Meters and a time tag accurate to within 100
milliseconds. 11. Multiple Weapon Capacity: Multiple weapon control
under high and nominal network utilization conditions. 12. Signal
Description: Signal interface(s) and data format(s) required or
available. 13. Transceiver Option: Option for 2-way (Transceiver)
within the volume given in 1 above. 14. Power Source Required: Required
input power for receive only and for transmit/receive (if applicable).
15. Optional Transmitter RF Output: RF output power (for
transmit/receive if applicable). Operational range of proposed
transmitter. Please submit 3 copies of quantified responses of the
above requested information within 3 weeks of this announcement. All
responses will be evaluated for feasibility and cost vs. benefit by the
JSOW program team consisting of representatives from the Naval Air
Systems Command, Naval Air Weapons Center, Eglin Air Force Base, and
Raytheon Systems Corporation (the JSOW Prime Contractor) when a non
disclosure agreement with Raytheon is in place. Please coordinate the
Raytheon NDA with Mr. Gregory Link (RSC) at (520) 663-8579. Business
