NASA/LaRC plans to issue a Request for Quotation (RFQ) for a Quad-Redundant Flight Control Computer (FCC) hardware which is currently on loan to NASA/LaRC. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from Honeywell International,under authority of FAR 6.302.1. This hardware was originally acquired on loan under the Space Act Agreement #001. The unit is a RF shielded box with four semi-independent embedded flight control computer based on the 1750A microprocessor. Each computer system has 48K bytes of EPROM space for control law program, and 8K bytes of shared scratchpad RAM that is polled by the other three computers for redundancy. During the course agreement, NASA LaRC developed the in-house capability to program the FCC hardware with any desired software application for laboratory experimentation or demonstration. NASA/LaRC has also developed the in-house capability to isolate the hardware (via a custom built fiber optic interface) in a mode stirred chamber. The FCC hardware is programmed for the fiber optic interface for analog signals, discrete signals, and MIL-STD 1553 data bus. The Government does not intend to acquire a commercial item using FAR Part 12. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
