The Bureau of Reclamation intends to negotiate on a sole source basis with Brogen Kelly and Associates, in Denver CO, to design and prepare camera-ready copy in Quark-formatted disk for the printing of a recruitment brochure. The brochure will be full color and will consist of a 18 1/4" x 9" cover that will be folded to create a two-sided pocket folder. Each side of the pocket folder must be folded to 3" x 9" and must be secured at only the top and bottom of the folder. Five separate 5 1/4" x 8 7/8" cards with circular tabs will be inserted into each side of the pocket folder, for a total of 10 inserts. The contractor will provide the design and placement of text and graphics for the cover and circular tabs. The final product will consist of a high-resolution copy of the brochure and an electronic file of the brochure in Quark format. Additionally graphics, such as drawings, may be used upon approval of the government. The contractor will also provide the government with a list of printing specifications and attend a press inspection at the Government Printing Office (GPO) -designated printer's plant. The proposed action is for service/product for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The Government believes that only one responsible source can provide the service/product that will satisfy the agency requirements. The actual layout configuration is proprietary to Brogren, Kelly, and Associates and must be compatible with existing designs already being used by the Government. Firms that recognize and can provide the required items described above are encouraged to identify themselves and give written notification to the Contracting Officer. Firms believing they can provide similar required items must provide supporting evidence that they can meet the Government's needs. All responses received within 5 days of the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
