Bureau is requesting offers for the purchase of some personal field
gear items to be exported to Thailand. This procurement is a small
business set aside. This notice is an amendment to CBD notice #465672
dated June 16,2000. This amendment is necessary due to the fact that
the requesting office has made some changes in the specifications of
three of the required items. Please contact the contracting officer at
telefax number listed above. Vendors may make an offer on any or all
of the requested items which still total 18 in all. Vendors who have
already made an offer under CBD notice #465672 are requested to make
the necessary changes in their offers in order to comply with the
changes in the specifications on Items #3, 12, and 15. These vendors
should also contact the contracting officer at the telefax number
listed above to obtain the additonal information. Also, vendors who
have already made an offer, may make any changes in any other items
which they have already offered under the prior CBDnotice for this
requirement. These items are URGENTLY Required. The Government will
make an award to the responsible offeror whose offer conforms to the
specifications (to be faxed out upon request to the contracting
officer), and is most advantageous to the Government -- that which
represents the Best Value to the Government. All offers which are rated
technically sufficient will then be evaluated for delivery time ARO and
cost/price. The proposed cost or price must be reasonable and reflect
technical requirements. The Government may award to other than the
lowest priced offer, if the delivery time for the lowest priced offer
is significantly long as defined by the Govt. In the event that two or
more offers are technically equivalent, then the cost/price and
delivery time becomes primarily important. Vendors will be expected to
ship the items by express mail directly to the American Embassy,
Bangkok. Estimated shipping costs may be included as a separate line
item in the offer and actual shipping costs may be invoiced to the
Government after shipment. Note that all offers must be received by the
contracting officer no later than 4:30 p.m., E.S.T. on July 14, 2000.
