The Defense Energy Support Center plans to acquire 2,000,000 barrels of heating oil storage and stocks for the establishment of DOE's Northeast Heating Oil Reserve. Storage is desired in the New England and New York/New Jersey areas and in quantities of not less than 500,000 barrels. The heating oil is required on an FOB destination basis. The storage and the heating oil will be acquired as separate items through exchange agreements for crude oil from the Nation's Strategic Petroleum Reserve. The contract will be one year, with a one-year option. All responsible sources may submit a proposl which shall be considered.
