This service includes obtaining J-1 visas, purchasing tickets and providing per diem; all in conformance with USAID regulations. The Commission has surveyed the market and determined that the Academy for Educational Development, due to the fact that they are the only provider of comprehensive travel services within USAID regulations for NIS countries, will be awarded a sole source purchase order for these services. The proposed action is for services for which the Government intends to solicitit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all quotes received within fifteen days of this notice will be taken into consideration, provided the Commission is able to verify the quote is in accordance with the USAID regulations.
