hennessey.mike@epa.gov. EPA intends to extend Contract 68-C5-0075 on a
noncompetitive basis to allow the contractor, Battelle Memorial
Institute, to complete the current test cycle for a work assignment
entitled, " Field Evaluation of Biotreatment Technologies". The
objective of the work is a field evaluation of in-situ and ex-situ
biotreatment technologies to remediate polycyclic aromatic hydrocarbon
(PAH)-contaminated soil on the site of a former manufactured gas plant
(MGP) operation in Bedford, IN. The site is laid out in nine plots,
each 45 feet X 26 feet. Each plot contain soil zones for the four
processes being evaluated (phyto, LT, B/C, and NA). The four zones are
situated within the nine plots in random order. The phyto and NA
processes are in-situ approaches to remediation while the LT and B/C
technologies are ex-situ processes. The nine in-situ plots will each be
operated and monitored for the full three year period. For each ex-situ
technology, three plots will be excavated each year and placed into
three above-ground cells for 48 weeks of enhanced biotreatment. After
that time, the cells will be unloaded and soil from three other plots
will be excavated and loaded into the cells. In this fashion, after
three years, each technology will be replicated and evaluated nine
times to facilitate comparative performance assessments. The extension
will allow the contractor to complete the current evaluation cycle
which began 6/1/00 and will run through May, 2001. A new contractor
will assume responsibility for conducting the third evaluation cycle.
During the extension, the contractor will maintain the test cells,
collect samples, perform laboratory analyses, prepare the test cells
for the next evaluation cycle, and prepare reports of the test results
for the evaluation cycle. The extension will run from 10/1/00 through
8/31/01. This period includes submission of all reports. During this
period the estimated level of effort will be 7,000 hours. Companies
that feel they can perform the requirements within the time
restrictions while assuring the quality and validity of data can submit
their qualifications which will be evaluated. Responses must be
received no later than fifteen days after publication of this synopsis.
