This is a competitive acquisition restricted to small business firms. The Air Force Research Laboratory, Rome Research Site (RRS), has a requirement for nonpersonal services for preventive and remedial maintenance and continued expansion of the Rome Research Site MULTINET Video Distribution System at the Rome Research Site, Rome, New York. The proposed contract is for a base period and four option periods totaling approximately 60 months. The MULTINET includes 450 MHz RF Spectrum CATV Dual Cable Broadband (DCBB) plants in all RRS buildings, the head-ends and critcal RRS areas of which are interconnected by a network of multi-mode and single-mode fiber optic cables. The DCBB includes amplifiers (approximately 40 ea), four port taps (approximately 820 ea), various splitters, and head-end assemblies. There are eight head-end assemblies (one per building, and two in the C2TC Lab). There are presently twelve (12) external fiber cables in use between the buildings. The MULTINET currently supports 30 channels of educational, informational, and local video programming. Maintenance of the video distribution systems shall include the RF devices and fiber optic transmitters, receivers, couplers, satellite and antenna reception equipment, and associated rack equipment as required. The contractor will be responsible for maintaining the overall integrity of the MULTINET systems that exists internally and externally between the buildings of RRS (Buildings 2, 3, 106, 104, 240/247, and 302). All work will be in accordance with the Statement of Work dated 23 May 2000. Offerors registering on the source list should not conclude that they will receive a paper copy of the solicitation in the mail, as a paper copy will not be available. All prospective offerors are responsible to visit the EPS frequently and obtain any amendments or other information pertaining to this solicitation. The solicitation will only be available by downloading the documents from the EPS. Solicitation F30602-01-R-5001 is being issued as a Request for Proposal (RFP). For this acquisition, a concern will be considered small under SIC 4841 with a small business size standard of $11M. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate government personnel.
