The Range Instrumentation Systems Program Office, Air Armament Center (AAC)/WRR, Eglin AFB, Florida, intends to negotiate a follow-on sole source contract with Metric Systems Corporation, 645 Anchors Street, Fort Walton Beach, FL 32548, to upgrade 42 or less Government-owned AN/ASQ-T-27 (P4B) Aircraft Instrumentation Subsystem (AIS) pods The upgrade includes incorporating Global Positioning System (GPS) based position tracking; a recording capability; and provisions within the pod for adding a data encryption module in the future. Metric is currently performing this P4B pod upgrade under an existing contract. This acquisition will exploit and maximize commonality with those pods. The Government has limited rights in data stemming from the previous acquisition but does not own reprocurement data and none will be made available. No further acquisition of this upgrade is contemplated. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive proposals. Any information received in response to this notice will be considered solely for the purpose of determining whether to conduct a competitive acquisition. In accordance with AFMCFARS 5305.207(f)(90) & 5315.9000(d), an Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of acquisitions. AAC's Acquisition Ombudsman is Dr. Mario J. Caluda, AAC/CD, Phone (850) 882-5558, 101 West D Avenue, Suite 123, Eglin AFB FL 32425-5495. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in any evaluation of proposals or any source selection. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather to the Contracting Officer, Contract Specialist, or the Program Manager previously identified.
