National Emergency Training Center, United States Fire Administration
has a requirement for Arson Prevention Implementation and Coalition
Building Support for a National Arson Prevention and Initiative Pilot
for nine cities. The purpose of this purchase order will be to support
the nine FY2000 Arson Prevention Grant Cities involved in this
program. The exact support will be a function of the individual
city/community. At present, many national organizations have committed
their support and resources to the Arson Prevention Initiative.
Successful implementation requires a comparable grassroots coalition
effort in the affected communities. The Federal Government will become
a catalyst to bring people together locally and provide limited
resources through existing agencies to initiate the community arson
prevention programs. The contractor shall be responsible for duties
such as compiling a survey of each of the cities to determine their
needs and goals for this arson prevention grant program, identifying
stakeholders and establishing initial contact with key stakeholders,
identifying target organizations to involve in the coalition-building
process and determining communication capabilites, facilitating the
site visits to each city, assisting the cities in implementing their
grant programs, and generating reports for each of the nine pilot
communities. The contractor shall meet the following minimum
qualifications: (1) Coalition-building experience with fire, law
enforcement and public sector agencies; (2) Coalition-building
experience with private sector and community organizations; (3)
In-depth working knowledge of the National Arson Prevention Initiative;
(4) Familiarity with the "Partnership for Arson Awareness and
Prevention Guidance Protocol for Building Local Partnerships" and the
"Partnership for Arson Awareness and Prevention" Community Kit
documents. The period of performance for this requirement will be from
the effective date of award through December 31, 2001. It is
anticipated that a fixed-price purchase order with reimbursable travel
costs will be awarded. Award will be based on price, past performance,
previous experience and qualifications of personnel using Simplified
Acquisition Procedures of FAR Part 13. The Request for Quotation
package will be ready on or about August 1, 2000. All requests for the

This procurement is a 100% Small Business Set-Aside. The applicable
SIC Code is 8742, Management Consulting Services, with a size standard
of $5 million average annual receipts for three preceding fiscal
