and Mental Health Services Administration (SAMHSA), Center for Mental
Health Services (CMHS), through the ADP Acquisitions Branch, Program
Support Center (PSC), intends to award a nine (9) month sole source
simplified acquisition to the American Association of Retired Persons
(AARP) and the AARP Foundation of Washington, DC. This acquisition will
commence immediate production of technical assistance materials to
facilitate coalition building in all 50 states which will increase
public awareness of mental health, aging and primary care issues, and
improve the provisions of mental health services to older adults. The
overall product will be a set of recommendations and materials on
improving access to mental health services for older adults, based on
a review of all available reports and sources, including the study of
27 coalitions conducted by AARP and the National Association of State
Mental Health Program Directors (NASMHPD) in 1996-1997 and 15
coalitions conducted by AARP in 1998-2000. The coalitions were an
AARP/NASMHPD product which identified, designed and trained networks of
older adults, mental health service providers and advocates to build
mental health and aging coalitions at the State level. The purpose of
this acquisition is to examine the various factors that contributed to
the success or failure of the coalitions and systematically develop a
knowledge of coalition building to enhance the emerging organization
of older adult consumers and make linkages with other recent efforts.
The closing date is July 21, 2000. This is not a formal solicitation
for proposals; however, firms having the ability to satisfy this
requirement must submit written notification which demonstrates the
ability to do so. If no affirmative responses are received within 10
days from the date of this synopsis, the contracting Officer shall
proceed with award to AARP and the AARP Foundation. See Numbered Note
