SSA-RFP-00-0345: On Call Executive Protection Services.The Social
Security Administration (SSA) requires Executive Protection services
for its Commissioner during high threat situations. A private
vendor/contractor will provide Executive Protection service for the
Commissioner when threats occur locally, while in travel status and/or
at various nationwide locations. These services shall be performed on
an _as needed basis_ upon proper notification. When services are
requested either verbally or in writing by the Contracting Officer (CO)
or designee, the contractor is required to perform the protective
services at the time(s) specified for the task. The contractor will
have available a minimum of two operatives for immediate response
-within 90 minutes of notice- with additional personnel to provide
coverage twenty-four (24) hours daily, seven days a week as required.
Applicants must possess necessary licenses and certifications relevant
to Executive Protection duties, have either Federal, State, Military
and/or local police experience performing Executive Protection and
possess extensive knowledge regarding jurisdictional matters related to
the performance of Executive Protection duties nationally. Applicants
must meet background investigation requirements. The firm must have a
minimum of five (5) years of experience in the Executive Protection
field with certified trained operatives performing the services.
Offeror must have a good working relationship including contingency
plans with law enforcement agencies, experience communicating and
interacting with law enforcement agencies nationwide, and have licensed
operatives to provide armed security for the Commissioner (armed
security in Washington, D.C. or during commercial air travel not
mandatory). Formally trained (i.e., graduate of a police or law
enforcement academy or a civilian training academy equal to or
exceeding executive protection training provided by Scotti Executive
Protection or Kobetz & Associates, Berryville, Virginia).Qualified to
safely use pistols, automatic weapons and other related weapons. Have
completed evasive and defensive driving training courses prior to
receiving assignments requiring these skills. Present a professional
appearance, as to dress and demeanour, understand the sensitivity of
the Commissioner_s position, communicate effectively, be in excellent
physical condition and be bonded and insured. Obtain a satisfactory
suitability determination from the SSA Suitability Program Officer
prior to commencing service. Provide to the Contracting Officer (CO)
and/or Project Officer (PO) copies of resumes, evidence of the most
recent weapons qualification and documentation pertaining to required
training and experience for the operatives that will be assigned to
these duties upon selection of a contractor. Duties include, but are
not limited to: preventing intentional or unintentional harm or
embarrassment to the Commissioner, Agency and the U.S. Government.
allowing the Commissioner to freely carry out the functions of the
Officeof the Commissioner without fear of physical harm or public
embarrassment to the Agency, prevent the disruption of Government
service, prevent the possibility of attempts by disgruntled and
dissident elements within our society to force their will upon the
public through fear and intimidation, serve as a deterrent to future
actions which might be contemplated against the Commissioner and
position operatives to provide security for the Commissioner at least
one hour prior to the start of an assignment or immediately in cases of
scheduled change or emergency situations, provide armed executive
protection locally and nationwide wearing protective gear at all times
during duty hours when providing security for the Commissioner. Armed
security in Washington, D.C. or during commercial air travel not
required, safeguard communications, security and classified
information, establish liaison with CO or PO and federal/local law
enforcement investigative/intelligence agencies as required. Any
organization which believes it has the relevant experience, personnel,
facilities, systems, etc. to perform the described tasks should submit
a written request (fax or e-mail) to the Contracting Officer within 10
business days from the publication of this announcement requesting a
copy of the solicitation. Requests received after this date will not be
honored. The RFP is scheduled for release on or about August 4 with
