The contractor must have significant knowledge of the theories of management espoused by Dr. W. Edwards Deming, the Government Performance and Results Acts, and means to tie these principles together in a constructive and meaningful manner. The contractor must be an independent CPA, with no history of consultation with DoD organizations; nor may he/she currently work with organization doing business with Department of Defense. The contractor will then review all available data to provide sufficient information for CPA certification. The contractor will also prepare executive summaries and lists of contacts for each of the case studies performed. No solicitation will be issued.
