Department of State, Bureau for International Narcotics and Law
Enforcement Affairs as a requirement for an individual to provide
Police Advisory services at the American Embassy in Lima. THE
SOLICITATION WILL BE CONTAINED IN THIS NOTICE. NO OTHER SOLICITATION
WILL BE MAILED OUT. The major duties and responsibilities of this
position are as follows: A. Serve as the NAS project advisor to plan,
design and implement a program to develop the institutional capacity of
the Peruvian National Police (PNP), primarily the National Drug
Directorate (DINANDRO), to successfully decrease and discourage drug
production and trafficking in Peru. Develop goals, objectives, and
budgets for the program in accordance with Mission Performance Plan for
counternarcotics, including indicators to evaluate annual performance.
Manage program operations to ensure that program objectives are being
achieved as outlined in the project agreement. B. Assist NAS Director
and Deputy in analyzing and evaluating the planning, design, and
implementation of programs, keep Director and Deputy informed on
day-to-day basis regarding the performance of the Peruvian National
Police (PNP), Antidrug Directorate (DINANDRO) and other elements on the
PNP involved in counternarcotics activities. C. Advise DINANDRO General
and other senior officers, providing guidance on counternarcotics
program development, planning and evaluation. Meet regularly with
high-level PNP officials to discuss operations and policies. D. Work
with PNP training officer and appropriate ourside consultants, to
devise and support an overall training program for DINANDRO based upon
a determination of appropriate skill sets needed by DINANDRO
personnel. Conduct regular liaison meeting with DINANDRO training
officers to develop an annual training plan, approve request for
assistance, ensure proper use of NAS training funds, and monitor
effectiveness of activities. E. Coordinate closely with DEA and
DINANDRO special investigative and intelligence collection units to
improve, develop, and monitor effectiveness of all the activities.
Coordinate with DEA on operational activities,development of budgets,
and approval of financial and commodity support for police units
supported with funds managed by NAS for DEA through interagency
Memoranda of Agreement. F. Prepare comprehensive periodic reports and
cables on major law enforcement issues in Peru, such as drug seizures,
and comprehensive analytical reports, such as changes in drug
trafficking patterns, significant developments in institutional
capacity of the police, or policy recommendations. G. Evaluate requests
from the PNP for operational, logistical, or institutional support and
recommend course of action to NAS Director and Deputy Director.
Prepare draft correspondence for appropriate reply. H. Working in
conjunction with the NAS procurement office and NAS administrative
officer, define annual commodity procurement requirements and provide
estimated consumption forecast for project-supported National Police
activities,including institutional building and tactical operations. I.
Evaluate police request for construction projects in support of GOP
counternarcotics programs and recommends for approval, either by the
Ministry of the Interior's CORAH project, the U.S. Army Corps of
Engineers, or other contracting source. J. Represent NAS in the field
and at international meeting on all law enforcement issues. Prepare and
present briefings to USG, GOP, and third country government officials
concerning counternarcotics programs in Peru. K. Working in conjunction
with NAS accounting office and NAS administrative officer, devise
annual budgets for the Law Enforcement projects the will facilitate
achievement of project goals and objectives. The minimum qualifications
are as follows: Must be a U.S. citizen; completion of a university
bachelor degree in a related is required(a masters degree preferred);
prior work experience in counternarcotics law enforcement of at least
five years is required, with progressively expanind levels of
responsibility; Spanish language fluency at the 3/3 level is mandatory;
knowledge of program management policies, concepts, practices and
principles in order to analyze and develop recommendations for program
operations and objectives of te US international narcotics control
strategy is required; strong management, drafting, analytical and
interpersonal skills; extensive knowledge of program development and
administration is required; prior experience as a program officer is
highly desired; knowledge and skill in using management information
systems, to include word processing, accounting, data base management
and graphic applications, is required; knowledge of basic statistics,
accounting, budget and economic principles and techniques is highly
desired; superior skill as a negotiator is required; knowledge of
Embassy organization and complex interrelated activities; knowledge of
political, economic, legal and military environment of Peru and
regional factors affecting the counternarcotics programs; skill in
applying analyticaland problem solving methods is required; skill in
oral and written communication is required and able to obtain a
Department of State security clearance at the Secret level. All PSCs
are treated as other USG employees. This position is being classified
at the FP-3 through FP-2 level. PSCs are awarded to individuals only
