The VA is conducting comprehensive market research to find companies who are able to furnish the labor, equipment, supervision, and expertise to provide mail/parcel processing, sorting, and transporting for 7 regional VA Consolidated Mail Outpatient Pharmacies. The facilities are located in Los Angeles, CA; Murfreesboro, TN; Dallas, TX; Leavenworth, KS; Hines, IL; Charleston, SC; and Bedford, MA. The goal of the contract is to reduce mail processing costs significantly by pre-processing and sorting all parcels by mail type, weight, and zip code, then delivering to the proper postal hub on a daily basis. Consideration could be made to multiple award by region, if it could be demonstrated that significant savings could still be achieved over current practices. The SIC code for the eventual acquisition is 7389 and the size standard is $5.0 Million. At the current time, we are only aware of large businesses able to perform these services based on past response. The estimated magnitude of a resulting consolidated contract for all facilities would be between $1,000,000 and 5,000,000 annually. Multiple awards by Hub would be of varying fractional magnitude with Murfreesboro, Los Angeles, and Leavenworth making up a significant majority of the overall work load.
