COMMERCE BUSINESS DAILY ISSUE OF JULY 13,2000 PSA#2641 AUTOMATED STAFFING FUNCTION The United States Department of
Agricultural (USDA), Animal Plant Health Inspection Service (APHIS),
Marketing and Regulatory Programs (MRP-BS), Specialized Contracting
Services Center (SCSC), intends to enter into a Sole Source,
Performance Based Contract for one (1) base year beginning time of
award in fiscal year 2000 through September 30, 2001, and four (4)
option years from October 1, 2000 -- September 30, 2004, with Enteck,
Inc. for their commercially available product and services for
QuikHire. The contract will be in support of The Animal and Plant
Health Inspection Service (APHIS), Marketing & Regulatory Programs
Business Services (MRPBS), Human Resources Service Enhancement's
(HRSE), initiative to obtain an automated system which will support
both case examining and merit promotion hiring procedures. The
Government intends to lease with option to buy at any time during the
contract term. This requirement is a small-business set-aside. The
requirement is determined to be under Standard Industrial Code (SIC)
7379. The contractor must meet the following mandatory technical
requirements: (1) Must be able to provide access and or system updates;
(2) Must be a web-based hiring system so applicants can apply for
Government positions electronically with built in capability to (a)
Create on-line vacancy announcements; (b) Post announcements to various
websites sites automatically (sites include, but are not limited to,
OPM USAJOBS, internet web pages, diversity organizations, state and
local governments, etc.); (c) rate and rank applicants; and (d)
Generate a certificate of eligible; (3) Must provide customization of
product, if and as necessary; (4) Must have the ability to produce
workload reports, statistical summaries, EEO reports, and ad hoc
reporting from database; (5) Must provide training and training
material for users; (6) Provide technical support/or help desk; (7)
Must provide Setup and/or configuration of infrastructure for
production as well as a testing platform to conduct user testsprior to
production; (8) Must be able to provide back-up schedule for data
maintenance, data integrity and contingency plans for system failures.
If there is any other vendor that can satisfy this requirement with a
commercial item, please respond by providing convincing data for
meeting each mandatory technical requirement listed above. In addition
to the technical and marketing literature, interested sources must
also include the following for evaluation by the Contracting Officer:
(1) Company Name and address; (2) Company contact Name and telephone
number; (3) If available, any available contracting vehicles such as
Federal Supply Schedules (FSS), Government Wide Acquisition Contracts
(GWAC) or existing Federal Contracts that can satisfy this requirement;
(4) Business Status (Small, Small Women-Owned, Disadvantaged, Disabled
Veterans status, etc..); (5) Tax Identification Number (TIN); and (6)

Government does not intend to pay for any information provided in
response to this synopsis. The proposed contract is 100% set aside for
small business concerns. The proposed contract action is for supplies
or services for which the Government intends to solicit and negotiate
with only one source under the authority of FAR 6.302. Interested
persons may identify their interest and capability to respond to the
requirement or submit proposals. This notice of intent is not a request
for competitive proposals. However, all proposals received within
FIFTEEN DAYS after date of publication of this synopsis will be
considered by the Government. A determination by the Government not to
compete with this proposed contract based upon responses to this
notice is solely within the discretion of the Government. Information
received will normally be considered solely for the purpose of
