synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. This is Request for Quotations
#Q9475005001. This RFQ and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular (FAC) 97-18a. This
solicitation is restricted to small businesses, SIC 3732, Boat Building
and Repairing, with a small business size standard of 500 employees.
The National Park Service encourages the participation of disadvantaged
and women-owned businesses. The Government intends to issue a
firm-fixed price contract to the responsible offeror whose total offer
is the most advantageous for the Government, price and other factors
considered. SPECIFICATIONS: BACKGROUND: This vessel will be used on
Ross Lake, a twenty-seven mile long wilderness reservoir in
northwestern Washington State. Road access to Ross Lake is through
Canada and includes thirty-eight miles of rough gravel road. This
vessel will be used in rainy, windy weather. Temperatures will vary
over the season from below twenty to over one hundred degrees,
Fahrenheit. Ross Lake experiences high winds of over 40 mph on
occasions. The vessel will be used primarily for transporting one to
six people, and/or materials and supplies to work sites on the lake.
The vessel will periodically be used to tow another vessel. The NPS
mechanic will provide primary maintenance and repairs, either on the
lake or at our shop in Marblemount, but major repairs will be done at
a commercial service shop. This procurement is for a package to include
vessel, motor, and trailer. REQUIREMENTS: 1) VESSEL -- The Offeror
shall provide one manufactured standard production, aluminum
maintenance vessel. The vessel shall be between 18 and 191/2 feet long.
The hull is to be constructed of 3/16" aluminum plate, minimum. This
boat will be periodically beached on rocky shores during the workday
and, consequently, the keel shall be reinforced with a wear plate. The
vessel needs to remain stable and maneuverable at cruising speed and
on seas of up to 3 feet. Vessel design shall address issues of
flotation, sound-deadening features, visibility, ventilation of cabin,
windshield wipers, provisions for towing another vessel, storage of
supplies and tools, bilge pumps, cleats, tie-downs, lifting points,
safety-rails and hand-rails, among others. The vessel shall have a
cabin with a ridged front, sides and roof. The rear wall may be
flexible and shall be removable. The cabin shall comfortably hold two
seated and one standing passenger, with at least 12 square feet of
additional deck space for supplies. Offeror shall provide seating for
two additional passengers, forward of the cabin. Easy and reasonable
access from the cabin to the front deck shall be provided. The vessel
shall have a bow door, hinged at the bottom, for moving personnel and
materials from boat to beach. This door shall have a clear opening of
at least 34 inches. The vessel shall have two feet minimum of open work
area between the transom and the back of the cabin. The vessel shall
have an open forward work area for transportation of supplies and
equipment. The forward work area shall be able to hold a piece of
equipment that is three feet wide and seven feet long. At least 20
cubic feet of weatherproof storage area shall be provided, none of
which shall be more than eighteen inches tall. 2) MOTOR -- The motor
shall be a four cycle outboard motor appropriate to the vessel. The
vessel and motor combination shall cruise at twenty-four miles per hour
at a reasonable RPM, well below the maximum RPM of the motor. It shall
cruise at said speed with 1200 pounds of passengers and cargo on
board. Contractor shall certify that there is a mechanic service
center, approved by the motor manufacturer, within 75 miles of
Marblemount, Washington. 3) TRAILER -- The trailer shall be appropriate
to the vessel and motor combination. The trailer shall be designed to
safely transport the vessel over rough gravel roads, have a 2" ball
hitch, and must be road legal. INSPECTION AND ACCEPTANCE: The
government plans to inspect the boat periodically during construction.
The contractor must notify Dennis Stanchfield at least one week prior
to reaching the following milestones: a) Before deck installation, or
prior to other areas being made inaccessible for future inspection; b)
After deck is fully installed, but prior to installation of cabin; and
c) Before final trim-out. Sea trials shall be at manufacturer's
facility, or other mutually convenient location, with a full load of
fuel and 1200 pounds of passengers and test weights provided by the
Offeror. Contractor shall remedy all deficiencies identified in the sea
trials before delivery. Quotes received from manufacturers located
further than 200 miles from Marblemount, WA, will be considered, but
the government will add foreseeable costs for threeon-site inspections
at the contractor's facilities to the offer. Foreseeable costs include
the cost of round-trip transportation and per diem for one NPS
inspector. Acceptance will be made upon delivery. SUBMITTALS: Vessel --
Offeror shall provide three layout drawings of vessel design, a list of
standard equipment included in the base proposal, a list of additional
options available, with prices, and applicable warranties. Motor and
trailer -- Offeror shall identify proposed manufacturer and model, and
provide manufacturer's literature, including specification sheet and
warranty terms. General -- Offeror shall provide three references of
customers possessing the same type of vessel and hull design, with
authorization to contact these customers for reference. References
shall include company name, contact person, phone number, and address.
SCHEDULE: Delivery point is Marblemount, Washington, 98267; FOB
destination. Delivery shall occur within 90 days of contract award.

will be used to evaluate offers: (1) Overall boat design, including
ease of operation, ease of maintenance, and performance; (2) Price; (3)
Offeror's past performance/experience for this type of vessel,
supported by documentation and references; and (4) Customer service and
warranty terms. Factors 1, 3, and 4, when combined, are more important
than price.); FAR 52.212-4, Contract Terms and Conditions --
Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required
to Implement Statutes or Executive Orders -- Commercial Items, with
paragraph (b) clauses indicated by number 1, 5, 11, 12, 13, 14, 15, 16,
and 23. In addition, FAR 52.212-3, Offeror Representations and
Certifications -- Commercial Items, must be completed and submitted
with your offer. The deadline for receipt of quotes is August 3, 2000,
at 11:00 am. Offers shall be signed by an official authorized to bind
your organization. Offers may be submitted on letterhead or the
Standard Form 1449, and must include, at a minimum, unit price for each
customer line item (CLIN), extended price, prompt payment and warranty
terms, contract remittance address, DUNS number, federal tax
identification number, name, phone number, and address of your point of
contact, and a completed copy of FAR 52.212-3. Submit one (1) proposal
