The Navy requires Mark 84 Signal Underwater Sound (MK-84 SUS) sonobuoys to be manufactured in accordance with General Specification for MK-84 SUS, Mod 1, dated 7 August 1997, and applicable sonobuoy procurement documents, test procedures, and NAVAIR drawings. The SUS is an expendable underwater sound source that is launched from antisubmarine warfare aircraft into the ocean. The signal activates at water entry and emits one of five pre-selected coded sonic outputs for 45 to 120 seconds as it sinks. Minimum quantity is 5,000 each with a potential maximum quantity of 12,000 each to be procured over a three-year period. The sonobuoys will be procured on a full and open competition basis. See Note # 26. The Standard Industrial Classification code is 3669 and the size standard is 750 employees. The contractor shall have experience in electronic underwater acoustic design and production, aerodynamic and hydrodynamic design, and engineering test facilities. To produce an acceptable MK-84 SUS sonobuoy, a manufacturer must meet the following testing requirements: environmental and laboratory testing, ocean airdrop testing, safety qualification, hazards of electromagnetic radiation to ordnance testing, air safety certification, performance-oriented packaging testing, and containment testing. The contractor shall incur the costs of these tests, and the tests must be completed prior to being awarded production quantities. The Government reserves the right to waive the testing requirements if supplies similar or identical to those identified in this synopsis have been delivered by the offeror and accepted by the Government. The solicitation will be posted on the NSWC Crane web site at http://www.crane.navy.mil/supply/announce.htm; no hardcopies will be mailed.
