Command (Prov) intends to award a contract to Cummins Great Plains for
the purchase of 13 each Cummins/Onan DGBB generating systems for the
Forward Repair System. Under the authority of FAR 6.302-1, Only One
Responsible Source and No Other Supplies or Service Will Satisfy Agency
Requirements, the government intends to solicit and negotiate with only
one source for a Firm Fixed Price contract. Only generating systems in
accordance with Rock Island Arsenal drawing number RIA149333 with the
following minimum characteristics are acceptable: A.) Diesel powered
standby generating system, 35 KW @ 60 HZ or 25 KW @ 50 HZ prime rating,
120/208 VAC, 3 Phase (Broad range), Dual output 50/60 HZ, B.) Engin, 4
cylinder in-line, 4 cycle, fuel consumption U.S. 3.0 GAL/HR, C.)
Primary and secondary fuel filters, D.) Fuel transfer pump (5 foot
lift), E.) Factory mounted radiator, F.) 1500 watt immersion type
engine coolant heater, G.) Fan guard, H.) Automatic fuel shutoff, I.)
Isochronous governor, J.) 125 AMP main line circuit breaker, K.)
Brushless, 4 pole, drip proof alternator, L.) Field circuit breaker,
(manual reset), M.) Torque Match II voltage regulator, N.) Temp rise @
rated load less than 100 Deg C, O.) Provide and install in housing
battery tray Onan, PN 403-4113, for 2 each 12V GSA batteries, NSN
6140-00-X97-5115, P.) Battery cables with MS75004 1/MS75004-2 terminal
ends, Q.) Rubber vibration insolators (Between frame and generator),
R.) Steel frame, S.) Oil drain extension, T.) Critical exhaust silencer
and flexible exhaust connector, U.) Flexible fuel lines, V.) Quiet Site

Paint exterior of housing only IAW MIL-C-53072 using finish 20.24 of
MIL-STD-171, color 686A tan, color chip 33446 of FED-STD-595, AN.)
Provide and mount hydraulic pump, Parker Hannifin, PN PVP3336BRA, to
PTO Port located at the left front of engine, AO.) Provide and install
a 24 VDC NATO slave receptacle assembly, PN 12342917, mounted so that
the receptacle can be readily seen when viewing control panel, AP.)
Provide ether start kit for cold weather starting, AQ.) Provide 4 each
lift-off side doors, door on end to be hinged for easy access to
control panel removable within a 3.00 wide 3.00" space, AR.) Relocate
low oil pressure and pre-low oil pressure switches to left side of
engine, AS.) Relocate oil fill to top of engine in valve cover, AT.)
Relocate oil dipstick to the right side of engine, AU.) Exhaust pipe to
extend 9" above top of housing, AV.) High ambient 122 F cooling
system, AW.) Space claim restriction 96" long X 40" wide X 72" high,
inclusive of fuel tank and exhaust silencer, AX.) Full rated load up to
45 C allmbient with full sound attenuation, AY.) Cold start
down to -25 F with only ether starting aid, 24 VDC
starting/control system, AZ.) Configured for automatic starting and
permit remote starting and stopping from three remote locations, BA.)
Capable of operation on a wide variety of commercial and military grade
fuel, including military standard JP-8 fuel, commercial No. 1or No. 2
diesel, and military Grade W-F-800 grade DF-1 and DF-2, BB.) Maximum
motor starting KVA of 155 KVA @ 60 HZ and 111 KVA @ 50 HZ 3 phase,
ambient temperature 125 C rating and frequency dip of 3% when
30 KW at 0.8 PF is applied to the genset in a single step, BC.) Capable
to survive a lightning strike test (Conductive surge) IAW specification
IEEE 587-1908 Standard, BD.) Total component weight not to exceed 2650
LBS (1185Kg). Interested parties shall identify their interest in
writing and must include prices and descriptions containing sufficient
technical documentation to establish a bonafide capability to meet the
requirements. No award will be made on the basis of offers or proposals
received in response to this notice. To be considered interested
parties must provide testing results and documentation that
demonstrates they can meet and perform to all of the government
requirements. If no responses are received which demonstrate a
equivalent source is available by the 15th day after publication of
this notice in the CBD, a contract will be awarded to Cummins Great
Plains. 13 each, FOB Rock Island Arsenal, Rock Island, IL 61299-5000.
