commercial items prepared in accordance with the format in Federal
Acquisition Regulation (FAR) Subpart 12.6, as supplemented with
additional information included in this notice. Solicitation No.
DTRS57-00-Q-80052 is issued as a Request for Quote (RFQ). This
solicitation is being conducted under Simplified Acquisition Procedures
(SAP), FAR Part 13.5. This solicitation document and incorporated
provisions are those in effect through Federal Acquisition Circular
97-17. The Standard Industrial Classification Code is 7373, and the
small business size standard is $18.0M. This announcement constitutes
the only solicitation; proposals are being requested and a written
solicitation will not be issued. The Government intends to award a Firm
Fixed- Price purchase order and to solicit and negotiate on a sole
source basis with Dimensions International, Inc. The Volpe National
Transportation Systems Center (Volpe Center) has a requirement to
provide a Flight Plan Unit (FPU) in support of the Federal Aviation
Administration (FAA). Safe Flight 21 demonstration activities at
Memphis International Airport. The goal of the SF21 activities at
Memphis is to demonstrate data fusion techniques on a centrally located
processor that interfaces with all available airport surveillance
sensors, providing controllers with a seamless presentation of all
airport surface traffic. This statement of work (SOW) covers the
procurement and installation of an FPU at the SF21 test site. The FPU
provides an interface between Memphis existing ASR-9/ARTS sy stems and
the Volpe developed SF21 Fusion Server. This interface allows the
Volpe Fusion Server system to use ASR-9/ARTS surveillance tracks and
flight data in the fusion process. The contractor shall provide a
commercial FPU that interfaces to the ARTS IIIA ODS Gateway Interface,
including the following specifications and services: FPU hardware,
including rack-mount computer, monitor, keyboard, mouse and network
devices; site survey of facilities at Memphis; development of an
Interface Control Document (ICD) which define output message formats
and protocols; customization of ARTS interface software to generate
output data formats defined in the requirements document; labor for
installation and checkout of the FPU; a short operator/user document
that describes system startup and shutdo wn procedures and explains how
to interpret FPU displays if the system is operating properly.
Deliverables under this SOW are as follows: 1) FPU hardware, including
rack-mount computer, monitor, keyboard, mouse and network hardware; 2)
FPU Interface Control Document that includes definitions of output
message formats and protocols. Contractor format is acceptable; 3) FPU
Operator/User document that describes system startup and shutdown
procedures, and interpretation of FPU monitor displays. Documentation
will be delivered in Microsoft Office 97 format; Adobe PDF format is
also acceptable. The contractor will be required to travel to Memphis,
TN for software installation and data collection. Delivery of this
unit shall be 30 days ARO to: Memphis International Airport, Memphis,
TN. Pr oposals shall include the following information in a written
quotation: 1) a lump sum price for the Flight Plan Unit listed above;
2) Tax ID Number or Social Security Number; and 3) DUNS No.; The
provision at 52.212-1, Instruction to Offers -- Commercial, is hereby
incorporated by reference. All Offerors must include a completed copy
of the provision at 52.212-3, Offeror Representations and
Certifications -- Commercial Items, with their offer. The clause at
52.212-4, Contract Terms and Conditions -- Commercial Items, is
incorporated by reference. The clause at 52.212-5, Contract Terms and
Conditions Required To Implement Statutes or Executive Orders --
Commercial Items, applies to this acquisition; additional clauses cited
in 52.212-5 that apply to this acquisition are: 1, 6, 7, 8, 9, 11, 1 2,
13, 14, 16, 17, 22, 23. This notice of intent is not a request for
competitive proposals. However, responsible interested parties may
submit a proposal in which they identify their interest and capability.
