The Naval Air Systems Command intends to issue on a sole source basis a Basic Ordering Agreement (BOA) to place a class of orders for the duration of three years with Raytheon Company, Electronic Systems (ES), Portsmouth, RI. These orders will consist of engineering and Integrated Logistics Support (ILS) studies to investigate the feasibility, practicality, or desirability of improvements to the Joint Tactical Combat Training System (JTCTS) capabilities. As a result of the engineering studies, NAVAIR may place delivery orders with ES requiring it to design, manufacture, assemble, integrate, test, install and certify the results of an engineering study. NAVAIR may also place delivery orders with ES to provide additional hardware, software, test support, and ship integration and installation. ES is the sole designer, developer, and manufacturer of the JTCTS system and is the only firm that possesses the necessary knowledge, experience, and technical data required to perform these efforts. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties may identify their technical capabilities and may submit information that shall be considered by the Naval Air Systems Command. A determination by the Government not to compete with this proposed agreement based on responses to this notice is solely within the discretion of the Government.
