The Eastern Administrative Support Center (EASC) intends to acquire for the National Marine Fisheries Service (NMFS), Northeast Fisheries Science Center contract services with the Center for Coastal Studies, Inc. to conduct a study of the reproductive failure in North Atlantic right whales. The center is the only institution with specialized experience, resources and local knowledge in the areas of health assessment and integrated data analysis, analysis of steroid hormones, and sample and data collection to support this project. The scope of the effort is to conduct a series of studies and activities relating to the apparent failure of reproduction in western North Atlantic right whales. These include: (i) an assessment of the health of the population using cataloged and newly acquired photographs; (ii) a multi-variate analysis of sighting histories and potential effectors; (iii) field and logistical support for other institutions collecting data on this issue in the primary summering area; and (iv) astudy of reproductive dysfunction using steroid hormones from fecal samples. The anticipated solicitation issue date is 15 days after the date of this synopsis. No contract award will be made on the basis of any quotation received in response to this notice since this synopsis cannot be considered a Request for Quotation.
