qualified firms capable of supporting a large scale, multi-year effort
to reengineer many of FDIC's business processes to electronic business
using a web-based platform. The goal is to establish web-based
electronic business relationships between the FDIC and such partners
as; the institutions that FDIC insures; the vendors that provide goods
and services to the FDIC; law firms with which FDIC conducts business;
other financial institution regulatory agencies, and the general
public. FDIC is considering issuing four separate Requests for
Proposals to support e-business intitatives. In some instances, a
company awarded a contract may be precluded from being awarded one or
more of the othee contracts (as described below). THIS IS NOT A REQUEST
FOR COMPETITIVE PROPOSALS. The purpose of this notice is to develop a
list of qualified vendors that meet FDIC's needs and requirements as
identified below. Companies responding to this RFI should describe
company capabilities and experiences relative to the detailed
activities. Specific project experience should be described along with
information about the customer, agency or company for whom the service
was provided. Knowledge of the Government Paperwork Elimination Act and
Section 508 of the Rehabilitation Act Admendment of 1998 should be
described. Companies should comment on the proposed mix of RFPs
outlined below and make recommendations as to whether or not this is a
sound approach. The response should be no longer than twenty pages and
preferably less than ten. The response should provide specific
information and examples for the following areas: 1) Strategic
planning, integration and oversight for FDIC's overall e-Business
program. Firm(s) selected for this contract will be precluded form
selection for the other three contracts. Experience and capabilities
should include: -- Defining and implementing e-business strategy and
goals -- Developing e-business strategic plans including: --
Transforming business processes -- Defining e-business technological
architecture and security issues -- Strategies for overcoming
e-business barriers 2) Analytical and facilitation support for the FDIC
divisions' business process reengineering effprts and functional
requirements definition for E-business applications. Firm(s) selected
for this contract will be precluded from selection for item #3.
Experience and capabilities should include: -- Ability to identify
e-business needs and requirements -- Ability to develop nationwide
e-business solutions incorporating multiple business processes --
Experience in converting conventional business processes to integrated
e-business processes 3) Planning, web site design, system design,
development, testing piloting, and implementation of various E-business
applications. As new e-business transactions are implemented,
appropriate marketing strategies are needed to encourage site usage.
Firm(s) selected for this contract may be precluded from selection for
item #4. Experience and capabilities should include: -- Knowledge of
and experience in application of e-business tools and technologies --
Knowledge of the components and capabilities of state of the art main-
frame, WAN, LAN, WEB and desktop platforms -- Ability to develop and
implement an e-business web site -- Ability to develop marketing
strategies to attract target e-business site users 4) Design,
implementation and ongoing operation of the technical infrastructud
platform that will support the e-business applications. This includes
hardware, middleware, software and platform-related processes such as
performance monitoring, help desk support and disaster recovery. FDIC
expects the contractor to establish and operate the platform on FDIC
premises. Experience and capabiities should include: -- Providing
hardware, operating system software and support personnel to operate an
interactive e-business web site -- Ability to establish, administer,
and monitor e-business security control -- Operating the e-business web
site at the customer's facility FDIC reserves the right to change the
scope or numbers of RFPs that may be issued from the plan stated above.
FDIC reserves to right to change the limitations or which contracts
firms may be awarded from those stated above. The specific roles of the
contractor would be determined by the FDIC and wuld depend in large
part on the particular experience and capabilities of the contractor.
