Request for proposal (RFP) for the Continued operation of the Flint Hills Job Corps Center location at; 4620 Eureka Drive, Manhattan, Kansas 66503-8488, will be available, free of charge, on the World Wide Web on or about Friday, July 28, 2000, at http://www.wdsc.org/jobcorps/schedule.html. It is anticipated that the resultant contract will cover the period April 1, 2001 through March 31, 2003, plus three performance based Governmental unilateral renewal able options of one year each. The St. louis Job Corps Centers capacity is 250 student; (125 resident males and 125 resident females). Job Corps is a residential training program for economically disadvantaged youth, between the ages of 16 and 25. The contractor shall provide academic, vocational, and social skills training; operate a counseling and residential living program and provide the following services; Health Service; Processing of Student Records; Behavioral Modification System; Clothing Issue; Mail Service and Legal Services. The contractor will also provide: overall Center Management and Administration; Staff Training; Financial Management; Procurement; Inventory Control and Property Management; Maintenance; Security and Safety Programs; Community Relations and Public Information; and Outreach, Admissions, and Career Development and Support Services; also on site Child Development Center; and Single Parent Program. All activities will be in compliance with the applicable Federal Regulations governing a Cost-Reimbursement Contract under the Federal Acquisition Regulations and the Department of Labor Job Corps Regulations, Policies and Handbook. A pre-proposal conference will be convened at 9:00 a.m. on August 1, 2000, located at the Flint Hills Job Corps Center Campus at; 4620 Eureka Drive, Manhattan, Kansas 66503-8488, Following the pre-proposal conference, there will be a tour of the facility. Upon entering the facility the participants must report and register at the administrative office conference room. Attendees will be responsible for their own transportation. Interested offerors should limit their attendance to no more than three (3) people. We recommend that interested parties download the RFP from the Job Corps Acquisition Web Page prior to attending the per-proposal conference. The closing date for receipt of Proposal will be Thursday September 21, 2000, at 12:00 noon (CST) All responsible sources may submit a proposal which will be considered by the Agency.
