officer via, ngraham@cftc.gov. This is a combined synopsis/solicitation
for commercial items prepared in accordance with FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. This
solicitation is issued as a request for proposals (RFP). This
solicitation and incorporated provisions and clauses are in effect
through Federal Acquisition Circular No. 97-18. This is a small
business set-aside under SIC Code #1711; size standard is $7 million.
The contractor shall provide and install A/C units in office space
located at 1155 21st Street, NW, Washington, DC, and shall provide all
other materials and perform all plumbing, electrical and other work
necessary to complete the installation. All A/C units must have a
one-year parts and labor warranty, and a post-warranty maintenance
agreement must be provided for the Liebert units. Offerors must visit
the sites to determine the optimum location for each A/C unit and to
determine exact installation requirements. Contact Mr. Salminio Garner

three tasks: (1) Tenth Floor OIRM Help Desk install one Carrier unit,
Model #50HQ012-4, 12,000 BTU (A/C equipment shall include emergency
overflow switches), a wall mounted thermostat, one Hartell
self-contained condensate pump, an isolation valve and bronze strainer,
and if necessary, new ducts, transfer grills, supply diffusers, piping,
circuit breakers in existing high voltage panels, and repositioning of
fire sprinklers and/or exit signs; (2) Tenth Floor Computer Room
install two Liebert Challenger 5 ton systems, Model # BU067A-AAE and
two Liebert air-cooled condensers Model # DCSF083LZ (A/C equipment
shall include factory-wired disconnect switches in condenser and air
handling units, microprocessor-based temperature and humidity control,
audible and visual alarms, factory-balanced evaporator motor and
blower package, scroll compressor, electric reheat, infared w/auto
flush humidifier, 2-inch 20% pleated air filters, smoke detectors,
plenum with 2-way air distribution, 460 volt power connectors and
up-flow air configuration), install refrigerant grade piping for
refrigerant circuits, perform pressure and leak test of refrigerant
piping, evacuate and charge units, provide inter-lock control wiring
between system components, provide water supply for humidifiers, and
install pumped condensate drains and piping; and (3) Seventh Floor Data
Communication Room install one Liebert Data Mate one ton, console type
unit, Model # DME027E, and one Liebert condensing unit, Model #
DMC029WG (A/C equipment shall include electric reheat, steam generating
canister humidifier, microprocessor based temperature and humidity
controls, and condensate pump w/compressor interlock), install new
condenser piping water piping from new unit in 10th floor Computer Room
to existing mechanical room located close by; make necessary pipe
connections to 24 hour system, and install new isolation valve at the
mains. All work must comply with federal and DC construction
regulations and landlord rules, and all materials must be equivalent to
existing facilities. Contractor shall obtain all necessary permits.
Prior to work start, contractor must submit proof of $2 million
liability insurance, performance bond, DC business license, permits,
and names and social security numbers of personnel needing access to
site. All work must be completed within 21 days of the work start date
offered in the contractor's proposal, and occur during non-working
hours (6:00 PM 11:00 PM, Monday through Friday and/or, if authorized by
agency, on week-ends). Terms and conditions applicable to this

Permits and Responsibilities. A written proposal must be submitted as
follows: (1) a project plan that describes all work and materials
necessary to successfully complete the installation and the proposed
placement of the A/C units, and proposes a work start date; (2) the
terms and conditions of an annual maintenance agreement for the Liebert
units; (3) a separate firm-fixed price for each of the three tasks
described above; (4) name and phone number of three references for
comparable projects; and (5) a completed copy of FAR 52.212-3,
Representations and Certifications Commercial Items (this form is on
the Internet at: http://www.arnet.gov/far/). Proposals shall be valid
for a period not less than 30 days after the proposal due date. In
making selection for award, the agency will consider price, technical
approach, how quickly the contractor can start work, and past
performance, and will select the proposal that is deemed overall to be
most advantageous to the Government. The Government reserves the right
to make no award or to award one or more of the tasks described above.
All responsible sources may submit a proposal and will be considered
by the agency. Proposals must received by Nicholas Graham, Contracting

Washington, DC 20581, no later than 4:30 PM local time on August 1,
