Resources and Services Administration (HRSA) is soliciting proposals in
accordance with the SIMPLIFIED ACQUISITIONS PROCEDURES in Part 13 of
the Federal Acquisition Regulations (FAR). The purpose of the
procurement is to research and develop materials for a report that will
serve to inform the Advisory Committee on Training in Primary Care
Medicine and Dentistry (Advisory Committee) on outcomes of the section
747 programs. The final report will contain a review of the
confounding factors affecting outcome evaluations; a description of
existing sources of information evaluating outcomes; and a report of
outcomes presented in a case study format for the programs and
activities authorized under section 747 of the Public Health Service
Act, as amended by the Health Professions Education Partnerships Act of
1998, Public law 105-392. The Advisory Committee will use this
narrative as a basis of it's report to the DHHS Secretary and to
Congress. The contractor will work closely with the Advisory Committee
and several iterations of the report will be required before the final
report is accepted. An oral presentation of the final report will be
required. This negotiation will result in a Purchase Order with a
period of performance of 12 months. Solicitation will be issued on or
about July 27, 2000. The closing date will be August 14, 2000 at no
later than 4:00 p.m. local prevailing time. All requests must be in
