Williams (256) 955-3440 The U.S. Army Space and Missile Defense Command (SMDC) intends to enter into a non-competitive contract with Resource Consultants, Incorporated, located at1960 Gallows Road, Vienna, Virginia 22182-3589. This follow-on effort is to continue implementation of approved recommendations as set forth in Department of Defense Task Force Report on Reengineering Permanent Duty Travel, dated 30 June 1998. The Defense Integrated Travel and Relocation Solutions (DITRS) Office, an office of the secretary of Defense is currently engaged in reengineering the Department of Defense's permanent duty travel system. Their purpose is to evaluate feasibility of alternative concepts of operation and present them for approval. Under a prior contract, Resource Consultants, Incorporated performed functional economic analyses of the permanent duty travel system in order to evaluate the feasibility of alternative concepts of operation in support of the DITRS office. The contractor then pulled together the various analyses into a cohesive whole and their recommendations were then presented to the Department of Defense. As a result, the Department of Defense Task Force Report on Reengineering Permanent Duty Travel, dated 30 June 1998, was approved for implementation. Award of this follow-on support effort to any other source other than Resource Consultants, Incorporated, would result in unacceptable program delay and extensive duplication of effort and cost to the govern-ment. It is not considered in the best interest of the government to incur the additional costs and time that would be re-quired to bring a new contractor on board.
