is a Sources Sought announcement only. This synopsis is issued for the
sole purpose of the 55th Contracting Squadron to conduct Market
Research in accordance with FAR Part 10. This effort is to seek
qualified sources capable of providing engineering services to provide
maintenance and enhancement of National Integrated Development System
(NIDS) II software. Science Applications International Corporation
(SAIC) developed NIDS II for U. S. Strategic Command (USSTRATCOM) J52.
NIDS II is a UNIX based system used to select and code facilities in
the National Target Base (NTB), construct and maintain Desired Ground
Zeros (DGZs) in the National DGZ List (NDL), and construct and maintain
target island boundaries. NIDS II validates facility data fields, adds
geographical targeting information, determines option suitability,
applies risk factor coding to DGZs and provides facility/DGZ quality
assurance. Upcoming enhancements and development projects are as
follows: continuation of software improvement effort by modernizing and
upgrading several languages throughout the entire application, this
includes conversions of C to C++, Ada 83 to Ada 95, and reengineering
all FORTRAN applications to C++/Ada95; enhancing and maintaining a
graphical display capability that can be initiated at any step in the
NTB or NDL development process to view and edit all planning
information, including program results; and develop a generic tool for
use in DGZ construction to accurately evaluate blast effects and
ground shock vulnerability on deeply buried and hardened targets. All
software will be maintained and developed in accordance with
DOD-STD-2167A and DOD-HDBK 287, Air Force 300 and 700 series
regulations and USSTRATCOM Strategic Administrative Instructions. The
contractor must maintain a TOP SECRET facility clearance with storage
capacity for TOP SECRET documents and equipment. All contractor
personnel shall be a United States citizen and possess a TOP SECRET
clearance. Any contractor personnel required to work on the Strategic
War Planning System (SWPS) computer system must have a TOP SECRET
clearance with SBI and be SIOP/ESI briefed. The SIC code is 7371 with
a $18M size standard. Request respondents capable of performing this
effort furnish a capability package of no more than 10 pages no later
than 30 days from the date of original posting. Please include company

general description of the company with proven ability to meet
requirements, and description of similar contracts, to include agency
