Seattle, Washington. The proposed contractor possesses a comprehensive perspective and understanding in Federal, State, local and private sectors of the complexities and challenges of disaster mental health response and planning, emergency management and operations responsibilities, as well as crisis counseling service delivery and implementation. The proposed contractor shall provide technical assistance and develop guidelines on appropriate ranges of intervention in disaster mental health and crisis counseling. The proposed contract action is for services for which the government intends to solicit and negotiate with only one source under authority of FAR 6.302-1.
