Institutes of Health, Office of Behavioral and Social Sciences Research
(OBSSR) intends to negotiate on a sole-source basis with the Society of
Behavioral Medicine, Inc. (SBM), 7611 Elmwood Ave, Suite 201,
Middleton, WI 53562, under authority 41 U.S.C. 253 (c)(1) and FAR
6.302-1(b)(1) for the specialized technical strategic design,
implementation, and oversight services in creating a system of
evaluation of behavioral and preventive interventions for dissemination
and access by behavioral medicine scientific researchers, health care
providers, third-party payers, public health policy makers, and the
public. As part of its mandate to initiate and promote studies to
evaluate the contributions of behavioral, social, and lifestyle
determinants in the development, course, treatment, and prevention of
illness and related public health problems, OBSSR is creating the
capacity to develop and disseminate evaluations of behavioral
interventions. SBM is a multidisciplinary, non-profit organization
founded in 1978 to provide a scientific forum for biomedical
researchers and clinicians from the disciplines of psychology, nursing,
medicine, public health, and others to integrate behavioral,
psychosocial, and biomedical science knowledge and techniques relevant
to the understanding of health and illness, and to apply this
knowledge and these techniques to prevention, diagnosis, treatment and
rehabilitation. Therefore SBM has the unique capabilities to carry out
the scope of the statement of work. SBM has extensive experience in
providing the entire health care community with an interactive network
for education and collaboration on research, clinical and public
policy concerns related to prevention, diagnosis and treatment,
rehabilitation, and health promotion. SBM will (1) create a system of
criteria for evaluating the soundness of scientific evidence in the
field of behavioral medicine, classify interventions as grounded in
such evidence, define methods and procedures for the review and
evaluation of such evidence in the context of established as well as
unique experimental design requirements of randomized clinical trials
involving behavioral or mixed-modality interventions, (2) establish a
system for categorizing behavioral interventions by objective and stage
of development of the science base, (3) develop a plan for undertaking
formal evaluations, (4) create a register prioritizing interventions
to be reviewed, and (5) test the system by completing a model review.
OBSSR has determined that SBM is the only source with the unique
combination of required expertise and experience who can assist OBSSR
in its task to develop and disseminate evaluations of behavioral
interventions within the time constraint. This is a notice of intent
and not a Request for Quotations (RFQ), nor is a RFQ available;
however, all responsible and responsive sources may submit a proposal
which will be considered by OBSSR. Firms interested in responding to
this notice must be able to provide the professional service as
specified and listed above. Responses should sufficiently demonstrate
the firm's ability to meet the government's requirements. Responses are
required within fifteen (15) calendar days from the publication date of
this notice. This acquisition will be made using FAR PART 13,
