The U.S. Agency for International Development (USAID) intends to award one or more Indefinite Quantity Contracts (IQC) entitled "Support Which Implements Fast Transitions -- II" (SWIFT-II), for USAID's Office of Transition Initiatives (OTI). SWIFT-II is intended to be a field-base contract, whereby selected contractors will be prepared to respond to "statements of work" for new country programs, that include contractor requirements for: office set-up, staff, logistics and procurement supporting OTI's small grants program. OTI was established in 1994 to respond to countries experiencing significant and sometimes rapid political transitions, which may or may not be accompanied by a social and/or economic crisis. OTI assesses, designs and implements field programs that have characteristics of being fast, flexible, innovative, tangible, targeted, catalytic and overtly political, focusing on the root causes of the crisis. A political transition may occur as a result of military intervention like in Kosovo or Haiti; a change in presidency like in Indonesia or Nigeria or a peace agreement like in Guatemala or Mindanao, Philippines. OTI's initial responses and set-up are rapid; its operations decentralized and streamlined, and its programs brief -- a maximum of two years. Therefore, time is always of the essence in each phase of its program: assessment, deployment, operations set-up, grant making and phase-out or hand-off. With this OTI field operations must have the ability to change, reorient or otherwise refocus its programs and/or respond to new crises in the country or region. In the field, OTI works with primarily local indigenous groups on activities that; promote reconciliation, conflict resolution and prevention; advance an economic recovery with employment and vocational training; promote independent media with journalist training and law reform; demobilize and reintegrate ex-combatants; increased land accesswith demining efforts; provide nation-wide training to regional and local elected officials; promote national messages using television, radio and newsprint; reactivate critical NGO's with start-up grants; promote governance with elections support; develop a strong civil society; and initiate rural infrastructure rehabilitation projects with community participation. The intended purpose of this notice is to solicit comments, suggestions, etc. that may be considered in preparing the final version of the SOW. Issuing the SOW in draft is also intended to allow interested parties to make preliminary arrangements/preparations, for when, and if, an RFP is issued. The Government will issue the draft SOW through the use of the Internet. The draft SOW will not be directly provided in paper hard copy format. A bidders mailing list will not be established and hard copies of the documents will not be provided. The address for downloading the Statement of Work will only be available electronically on the USAID at http://www.usaid.gov/hum_response/oti. The statement of work will be listed on the first page under "What's New at OTI." Comments, suggestions, etc are to be sent "electronically" to oti@usaid.gov.
