The Office of the Special Trustee for American Indians (OST) is seeking the services of a contractor to provide document scanning, electronic imaging and indexing services. This electronic imaging service is required to provide a systematic approach to improve overall OST records management and program operations. The contractor shall provide, run, maintain and support the electronic image scanning service using contractor facilities and equipment. Estimated total of 18,055,000 pages to be imaged that include 15 million administrative jacket file documents, 3 million daily work documents that have accrued since the implementation of new automated systems and 55,000 Tribal accounts file documents. Based upon past production levels it is estimated that the contractor can produce up to 600,000 images per month upon reaching full production level. The contractor must also develop a comprehensive, electronic archives program and implement an electronic imaging system that will accomplish the folowing: 1. Provide detailed procedures for document preparation, scanning and indexing of documents that allows groupsing and retrival of documents to create packages that can withstand an audit. 2. Provide quality control and validation of all images and provide incoming and outgoing records inventory verification. 3. Establish scanning operational procedures and develop or purchase software in order to deliver images to the government's current eletronic archive. 4. Provide an interface between the Office of Trust Funds Management's Trust Fund Accounting System (TFAS) and the electronic images of the back-up documentation required to validate transactions.
