(HRSA) intends to negotiate on a SOLE SOURCE basis with Counterparts,
6525 80th Street, Cabin John, MD 20818. This procurement shall be
processed in accordance with the Simplified Acquisition Procedures of
Part 13 of the Federal Acquisition Regulations. The purpose of this
procurement is to perform the following tasks: Task 1 -- Transfer
Planning and Congress-Management Responsibilities for the 6th
International Congress from HRSA/MCHB to the Government of Canada. The
Contractor shall communicate on a weekly basis with the Canadian
government Representatives involved in the planning phase of the 6th
Congress; The contractor shall develop new fact sheets and reshape
existing materials, such as briefing summaries, to convey to an
international audience HRSA's philosophy and practices related to
community-based, family-centered care for children with disabilities.
In October 2000 two of the contractor's staff shall attend the 6th
Congress and assist withits implementation; Provide assistance in
follow-up activities such as: connecting teams returning to their
countries with others from that country who have been involved with
this project; documenting the outcomes of this Congress in a report and
executive summary to share with U.S. agencies and international
organizations that have supported this initiative over time; and
staying in touch with U.S. team members as they return to their home
agencies and organizations. Task 2 -- Support the International
Steering Committee and its Chair. The contractor shall begin planning
monthly conference calls among the 15 members of the steering
committee. The contractor shall: prepare agendas for the calls; write
and disseminate to the members brief summaries of the calls; and
periodically remind members about next steps in which they are
involved. The contractor is not responsible for providing logistical
support for the calls. The contractor shall identify support from each
member agency/organization for the 6th Congress and work with them to
prepare any supporting documents needed to convey their financial
assistance to the Canadians. Task 3 -- Support the
AInternationalization@ of the Medical Home Initiative. The contractor
shall work with the AAP and MCHB to plan two small meetings of
pediatricians from several countries; one meeting shall take place in
early summer 2000 and the second in October 2000 immediately before or
after the 6th International Congress. The contractor will not be
responsible for logistical or travel support for these meetings. The
early summer meeting will include pediatricians from Argentina, Costa
Rica, the U.S., and Canada. The fall meeting will be expanded to
include pediatricians from Hungary, Slovakia, and the Czech Republic
countries with which HRSA/MCHB have a long-term relationship related to
building community-based services for children with disabilities. The
contractor shall prepare agendas and assemble supporting materials,
such as fact sheets, Congress and conference call summaries, and
briefing books for these meetings, shall attend and assist in
facilitating the meetings, and shall provide brief written summaries of
deliberations. The period of performance for this project is 10 months.
