S -- - NOTICE OF INTENT TO NEGOTIATE A SOLE SOURCE CONTRCT WITH THE WASHINGTON STATE UNIVERSITY. Notice of intent to negotiate a sole source contract with the Washington State University (WSU) Division of Governmental Studies & Services for the National Marine Fisheries Service/Office of Enforcement (NMFS). Purpose of contract is to measure the performance and effectiveness of preventative enforcement strategies designed to protect endangered fish populations in the Methow River basin of Okanogan County, Washington through a series of qualitative internal and external surveys designed to quantify the performance of community oriented policies and problem solving (COPPS) activities and strategies conducted by WDFW and OLE enforcement personnel. The WSU DGSS has been conducting Government directed applied research for 22 years and developed substantial Washington State specific databases. These data will provide basis for contextual analysis of the results obtained in the Methow Valley.
