ADVISORY AND ASSISTANCE SERVICES FOR NATURAL ENEMIES OF POPILIA SPECIES The USDA, Animal and Plant Health Inspection Service, (APHIS), Plant Protection and Quarantine (PPQ), Mission, TX intends to acquire the services of Richard McDonald for advisory and assistance services which will allow APHIS to collect and develop release and recovery methodologies to evaluate establishment of Tiphia Popilliavora, T. Phyllaphagae and other promising natural enemies of Popillia species in China. This procurement will be awarded as a fixed price purchase order. There will be no solicitation package prepared. This negotiated procurement is based on the unique qualification of the vendor of his biological knowledge of the host and its natural enemies and his established working relationship with China.
