PURPOSE: The Marine Corps seeks to identify responsible sources and obtain information in regard to privatization of utility systems in accordance with 10 USC 2688, "Utility Systems: Conveyance Authority." Commanding General, Marine Corps Base Hawaii (CG, MCBH) is seeking interest and information specifically for the potential privatization of the electrical distribution system, which provides service to the Marine Corps Base Hawaii, Kaneohe Bay (MCBH KB), located on the island of Oahu, and its customers. OBJECTIVE: Should privatization result, the ownership, operation, maintenance, technical engineering support/services, inherent liability and obligation to continue the service for an indefinite and ongoing period for the entire electrical distribution system will transfer to a regional or municipal utility or to a private company. All responsibility for maintaining reliable service, including such items as environmental compliance, maintenance, repair, major system renovations, required system capacity upgrades, system refurbishment and renewal, construction, equipment, manpower, and overhead costs will become the utility provider's responsibility. It is intended that privatization will reduce the Marine Corps' life cycle costs while maintaining the same or better level of service with no impairment to the Marine Corps' mission. SYSTEM DESCRIPTION: The following is provided only to give an approximation of the size, scope and general description of the Marine Corps Electrical Systems which provide quality electrical power and services to customers on the MCBH KB. MCBH KB purchases commercial power from the Hawaiian Electric Company's (HECO) Mokapu Substation. The Mokapu Substation is located near the main gate and contains two 12 MVA (Delta-Wye) transformers which steps down a subtransmission voltage of 46 kV to the on-base primary distribution voltage of 11.5 kV. MCBH KB's primary electrical distribution system is operated as a radial power system. Each 12 MVA transformer supplies power to a single bus in each switching station located on base. There are four switching stations referred to as the Main Substation and Substations I, II, and III. The Main Substation is located next to the Mokapu Substation. It contains three switchgear buses referred as A, B, and C. Only A and B buses are being utilized, C bus is provided for future expansion in the event a third 12 MVA (HECO) transformer is required. All three buses can be connected in parallel via tie breakers. HECO's transformers and the Main Substation's buses are normally not operated in parallel. From the Main Substation power is distributed radially to three downstream switching stations via dedicated circuits, referred to as tie circuits. There are two tie circuits between the substations, which are normally opened. The average peak electrical demand at MCBH KB is approximately 15.4 to 17.6 MW and the average daily consumption is approximately 270-317 MWh. The system experiences a power factor of about .96 during normal operation. The distribution system at MCBH KB is a combination of overhead and underground feeders. The distribution voltage is a "wye" configuration, at 12 kV and single-phase at 7.2 kV. Numbers provided are for estimating purposes only. PROCEDURES: This request for interested parties is for gathering information and is one required component of a complete and systematic process to evaluate interested parties under the Department of the Navy's utilities privatization program. In order to minimize costs both to potentially interested parties and the government, this notice is being issued to determine the interest and feasibility of proceeding with a formal request for proposals. The government will not issue a formal solicitation unless sufficient credible interest is identified. It is unlikely that a formal solicitation will be issued if there is insufficient credible interest for a privatization action. SHOULD INTEREST BE DETERMINED SUFFICIENT, A FORMAL REQUEST FOR PROPOSALS MAY BE FORTHCOMING. The Government shall not be held responsible for the cost of a party's expression of interest or, if formal requests for proposal are issued, the cost of an offeror's proposal. RESPONSE: Interested parties should provide a statement of interest on company letterhead (not to exceed 20 pages in length). The statement shall include as a minimum the following criteria: (1) interest in purchasing this utility system; (2) capability and experience in ownership, operation and maintenance of similar utility systems; (3) financial capacity to purchase, expand, maintain and operate the utility systems; (4) a statement showing an understanding of the obligation to serve in regards to continuous utility service; (5) understanding of any applicable federal, state (to include Hawaii Revised Statutes, Chapter 269), and local utility laws and capability of complying with such; (6) understanding of any existing regulations or franchise requirements affecting utilities in the State of Hawaii and the ability and right to provide service and comply with these conditions; (7) understanding of federal, state, and local environmental laws and regulations and familiarity and experience with environmental compliance procedures and regulations for the State of Hawaii and the U.S. Environmental Protection Agency, Region 9; and (8) business size (large, small, small-disadvantaged; 8(a); women-owned). Elaborate proposals or pricing information are neither required nor desired. Under no circumstances will cost data for the existing systems be provided. Any innovative and new conceptual ideas to achieve the stated objective are encouraged. It should be noted that RFIs for different utility systems might be issued in the same time frame.
