The Defense Supply-Service the behalf the Secretary of Defense, intends to award a single source award (IAW FAR 6.302-1, Only One Responsible Source) to Rensselaer Polytechnic Institute proposes delivery of a customized graduate-level certificate program that will focus on Technical Program Management for the United States Department of Defense. This program consists of four 3-credit hour courses offered by Lally School of Management and Technology and by the Decision Sciences and Engineering Systems Department in the School of Engineering. Two additional certificates -- Information Technology and Logistics/Operations Management are also proposed for subsequent delivery. Courses will by beginning in August 2000. Instruction for the first course wil in the form of lectures, videostreamed over the Internet, as well as other materials -- reading, case studies, discussion groups, etc. -- on the course home page on the WWW. Each student may view the lectures and other materilas asynchronously (individually) at his or her convenience. Lectures can be provide on CD-ROM for hosting by a local server. Issues such as firewalls, systems capability and time of synchronous delivery of course lectures are then removed. Synchronous learning sessions will provide live interaction with the instructor and other students for questions and answers, discussions, updates tean projects, etc. These synchronous sessions are not required; students may take advantage of them as needed. The initial certificate program in Technical Programs Management will provide instruction in the following four areas: 1. Management of Technical Projects, 2. Strategic Management of Technological Innovation, 3. Information Systtems for Management, 4. Designing, Developing and Staffing High-Performance Organizations. No solicitation will be issued.
