Intent to use other than full and open competition for the award of
lease build off-center hotel type accommodations, under 41 U.S.C. _
253(c)(1), Only one Responsible Source. This requirement was previously
synopsized on November 19, 1999 in the form of a "Request for
Information" from all sources interested in providing a privately
funded dorm/hotel built and owned by the contractor and leased to the
FLETC. The prospective offerors were required to submit pertinent data
and qualifications to determine availability of sources and/or
interest as well as capabilities. Only one prospective offeror, Collier
Keenan, provided the required information. The facility being provided
by the contractor must be located as close as practicable to the FLETC
campus and must meet certain minimum Government requirements for
environmental, health, safety, security, and cleanliness as well as
meet all applicable local and state codes. Submit proposal/response to

Options to Extend the Term of the Contract. Note the total duration of
this contract, including the exercise of any options shall not exceed
twenty (20) years. Currently the FLETC provides housing for its
students in several on-site dormitory/townhouse buildings that have a
total capacity of approximately 1200 students and use leased rooms at
hotels in the local community. The FLETC is a 2500 person organization
consisting of federal and contractor personnel engaged in training law
enforcement students from approximately 70 separate federal agencies
and various state, local, and international clients. Daily average
student enrollment in Government fiscal year 1998 was 1383, fiscal year
1999 the number was 2176, and anticipated enrollment for fiscal year
2000 is 2374. Lodging days leased from off-site facilities in fiscal
year 1998 was 7480, fiscal year 1999 the number was 7131, and is
anticipated to be approximately the same in fiscal year 2000. Growth in
tourism may limit the availability of local hotel accommodations at
reasonable rates. Due to limited funds, the FLETC is interested in
industry ideas such as public/private partnerships, share in savings,
lease to ownership, contractor owned/government leased facilities, or
