Fischer, (208) 765-7433 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. RFQ R1-04-00-61 is issued as a Request for Quotation. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 17. The standard industrial classification code is 1629. Quotations are for performance of road rehabilitation and obliteration on approximately 27 miles of road on the Priest Lake Ranger District, Idaho Panhandle National Forests, Idaho. Roads are located at 7 sites separated by approximately 20 miles. There are 24 short spur roads and 4 short roads that require scarification 4 to 6 inches deep, scattering of immediately available slash and woody debris over road surface, removal of shallow culverts and cross drains, installation of waterbars at an average spacing of 200 feet, and closure of roads by large earthen berms or full recontour of 100-200 feet. Approximately 60 culverts will be removed and contractor will be responsible for removal/disposal to a designated site on the District requiring transport of 15-20 miles from worksites. Quoters are required to include prices for the following: Price per mile for scarification and placement of debris (Est. Qty 27 miles); Price per culvert for removal and offsite disposal (Est. Qty. 60); Price each for waterbar installation (Est. Qty. 712); Price per 100 feet for full recontouring (Est. Qty. 2500 feet); Price per closure by berms (Est. Qty. 13); and Hourly operated equipment rate for incidental work not otherwise specified (Est. Qty. 20 hours). Quoters are also required to submit a record of past performance for the last three years for similar type work and proposed equipment to be used. Include project name, dollar value and customer name and telephone number. It is anticipated work will begin week of July 24, 2000. All work shall be completed within 40 days from the start of work. The provision at 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition. One contract will be awarded to the Offeror providing the best over all value to the Government. Past performance, technical approach, price and other factors will be considered in evaluation for award. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications, Commercial Items with its offer.
