The National Park Service, Denver Service Center, is soliciting proposals from construction firms having the capability to perform the work described below. A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. The Government will consider an offeror's technical capability to be significantly more important than its price and will select the contractor whose proposal represents the best value to the Government. The statement of work includes the rehabilitation of four historic structures and one site feature that are contributing elements to the Rim Village National Historic District, with a goal to protect natural and cultural resources and to enhance the visitor experience. The projects are as follow: 1) rehabilitation of the Sinnott Memorial for its historic use, the presentation of interpretive talks and exhibits about Crater Lake geology and ecosystems; 2) rehabilitation of the Kiser Studio so it can continue to be used as the park's seasonal contact station and used adaptively for cultural resource exhibits in the future; 3) rehabilitation of the Plaza Comfort Station for its historic use, the provision of restroom facilities for visitors; 4) rehabilitation of the Promenade Wall to improve resource protection and visitor safety; and 5) rehabilitation of the Community House for its historic use, the presentation of summer evening interpretive programs. All buildings include architectural, structural, mechanical, and electrical work, including associated site utilities. Temporary facilities are required. This solicitation is open to large and small businesses. All responsible sources may submit an offer. Because this acquisition could result in an award over $1,000,000, a subcontracting plan will be required by the selected firm, if the firm is a large business concern. The Request for Proposals (RFP) will be issued on or about August 7, 2000. Proposal receipt date of September 5, 2000 is approximate. The estimated price range is between $1,000,000 and $5,000,000. The estimated completion time is 500 calendar days. A preproposal conference will be held on August 17, 2000, at 1:00 pm, at the Conference Room, Steele Center, Park Headquarters, Munson Valley, Crater Lake, Oregon 97604.
