This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/KSC intends to purchase one (1) each brand name or equal 9KHz -- 22GHz Spectrum Analyzer, part number 2390AP-110 from IFR Americas, 10200 West York Street, Wichita, Kansas 67215-8999, (800)835-2352. Spectrum Analyzer must include: one (1) each AC0100 Near Field Probe Set; one (1) each AC4103T Return Loss Bridge Kit 5MHz -- 2GHz; and one (1) each AC1009W EASYSPAN -- WINDOWS. Demo unit with full warranty may be acceptable. The provisions and clauses in the RFQ are those in effect through FAC 97-17. The SIC code and the small business size standard for this procurement are 3825 and 500 employees, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Interested firms have fifteen (15) days from the publication of this synopsis to submit in writing to identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposal effort on a full and open competitive basis, based upon responses to this notice is soley within the discretion of the Government. The DPAS rating for this procurement is DO-A7. Quotations for the items(s) described above are due by close of business on July 28, 2000 and may be mailedJohn F. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin.
