NASA/JSC plans to issue a Request for Quotation (RFQ) for one (1)
Kinoton FP-38ECII High Speed Studio Projector for film formats 16mm and
35mm modified for full film frame projection. Projector must be
equipped with 6 selectable and programable speeds 1-40 fps; shuttle
speeds of 300 fps in 35mm and 400 fps in 16 mm -- forward and reverse
running; remote focusing and framing; universal studio lamphouse
1000/2000W with electric dowser and heat filter; without sound heads.
Additional accessories required as follows: one (1) remote control
panel (19' rack mount without box); one (1) IREM electronic rectifier,
EX 100 G3, for xenon lamps up to 2000w; one (1) Osram xenon lamp XBO
1000W/HSC ofr; one (1) 40mm ISCO Ultra Star HD studio projection lens;
and one (1) 95mm ISCO Ultra Star HD studio projection lens. Quotes
should include installation and training for 3 days. This equipment is
to be used to improve and maintain the capability to screen and
analyze 35mm/16mm launch film relating to the Space Shuttleprogram.
This procurement is being conducted under the Simplified Acquisition
Procedures (SAP). NASA/JSC intends to purchase these items from Boston
Light and Sound, Inc. in Boston, MA. Shuttle launch and landing film
is screened and analyzed for unusual events that may have safety
implications to the Space Shuttle program. Requirements for the
necessary projector are very specialized and include: ability to view
a 35mm and 16mm flicker free film projection in forward and reverse at
various speeds (0-24 frames/sec); maintain a motionless, single frame
for extended periods of time without damaging the condition of the
film; advance/reverse by a single frame at the operator's control; and
display a full frame in order to observe timing information outside of
a normal viewing area. A Government market survey concluded that the
Kinoton FP 38 EC II is the only non-custom built studio projector that
meets or exceeds these special requirements. Therefore, it is in the
best interest of the Government to purchase this commercially available
equipment with these special requirements. Boston Light and Sound,
Inc., is the North American distributor of German-made Kinoton products
and is the only known qualified source. In accordance with FAR 6.302-1
and U.S.C. 2304(c)(1), a Justification for Other than Full and Open
Competition stating a unique source is being prepared. Technical
questions should be directed to the Technical Monitor for this
procurement, Gregory Byrne at (281) 483-0500. The Government intends to
acquire a commercial item using FAR Part 12. Interested organizations
may submit their capabilities and qualifications to perform the effort
in writing to the identified point of contact not later than 4:30 p.m.
local time on July 28, 2000. Such capabilities/qualifications will be
evaluated solely for the purpose of determining whether or not to
conduct this procurement on a competitive basis. A determination by the
Government to not compete this proposed effort on a full and open
competition basis, based upon responses to this notice is solely within
the discretion of the Government. Oral communications are not
acceptable in response to this notice. All responsible sources may
submit an offer which shall be considered by the agency. An Ombudsman
