E-MAIL: Teresa Monaco, Teresa.L.Monaco@grc.nasa.gov. NASA/GRC plans to issue a Request for Quotation (RFQ) for Ceramic Powders. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to purchase the items from Praxair Specialty Ceramics, (PSC). The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), "only one responsible source and no other supplies or services will satisfy agency requirements." The powders required are special developmental powders. PSC is the only vendor that has previous experience with the type of powders required and has demonstrated the capability to produce high quality powders that meet our quality requirements and specifications. Materials will be processed using the patented technology, "Combustion Spray Pyrolysis," a solution synthesis process which yields fine homogeneous powders. The powders are needed for the Ultra Efficient Engine Technology (UEET) program. The Government intends to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing or e-mail to the identified point of contact not later than 9:00 a.m. local time on July 17, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
