This solicitation is for the pickup and disposal of lithium contaminated torpedo boilers and hardware generated by naval activities (i.e. Naval Undersea Warfare Centers (Newport, R.I. and Keyport, WA). Method of disposal shall be in conformance with environmental regulations (Federal, State, and/or local). Contractor shall possess an Environmental Protection Agency permit and is authorized to receive, handle, transport, and treat/recycle or dipose of haxardous waste per EPA 40 CFR and Department of Transportation 49 CFR. Dispoal sites shall be be approved by NUWC Division Keyport, without exception. Offerors will not dispose of hazardous waste identified on the resulting contract in any foeign country EXCEPT:as follows: case by case basis to ship hazardous waste to Canada for treatment or disposal provided contractor complies with EPA regulations. And Contractor must also comply with the Canadian environmental laws and regulations when exporting to and treating/disposing hazardous waste within Canada. Before waste disposal contract is awarded, the prospective contractor and subcontractors are required to possess all permits and licenses in accordance with Federal (EPA 40 CFR and DOT 49 CFR), and state and local regulations relating to the transport and/or disposal of such waste. These permits and licenses shall be identified/validated within the contractor proposal. A pre-award survey maybe performed by a Government representative. The survey evaluates the faclitites, equipemnt, and entire trucking operations to determine whether or not the company is capable of complying with all regulations. The resulting contact will be awarded as an idenfinite quantity contract for a base year and two option years, for the services specified and effective for period stated, performance will be made only as authorized by orders issued.
