E-MAIL: Contracting Officer, finnk@volpe.dot.gov. This procurement will be conducted as a commercial acquisition under FAR Parts 12, 13.5 and 15. The U.S. Department of Transportation, Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA has a requirement to support the Federal Aviation Administration (FAA) to provide an Internet monitoring capability (IMC). The capability will serve two key purposes: (1) monitoring how much FAA wide area network resources are used by Internet communications (particularly bandwidth utilization of FAA wide area networking resources) and other types of traffic (traffic composition); and (2) monitoring and reporting on inappropriate internet use (this includes accessing inappropriate web sites while working; such sites include investment, gambling, adult content, and other types of web sites). The IMC shall be able to provide reports on Internet sites visited by FAA users including highlighting use of potentially inappropriate web sites. The Contractor shall provide and install an IMC at four FAA sites (New Jersey, District of Columbia, Oklahoma and California). There will also be four options to purchase additional IMCS for installations in Illinois, Alaska, New York and Detroit Michigan. The Contractor shall provide, configure and install all software and hardware needed to support an Internet monitoring capability at each of these sites. The installations must be completed within 20 business days after contract award for all four sites. The Contractor must provide limited product support for a period of one year from the completion date of the installation. This support shall include telephone support, and any software product upgrades or update. The Contractor shall also provide 10 hours of on-site training at one of the government locations where the IMC is being installed. The solicitation is planned to be issued on or about July 20, 2000 with a proposal due date of August 2, 2000. The contract will be a fixed price contract. The applicable SIC Code is 7373. The size standard is $18.M. All responsible sources may submit a proposal, which shall be considered.
