The National Oceanic and Atomospheric Administration (NOAA), intends to negotiate on a non-competitive basis with Laser-Scan, Inc. of Sterling, Virginia for a contract to provide software maintenance and technical support services for the Government owned Laser Scan Automated Map Production System 2 (LAMPS2) software installed at the National Ocean Service (NOS),Marine Chart Division, Office of Coast Survey in Silver Spring, Maryland. The base contract will be for twelve months with four twelve month option periods. The Contractor shall provide the following: 1) standard annual software support, and 2) engineering support services to provide customization, tailoring and software development on the LAMPS2 platform. The annual software support will include: 1) telephone and fax support during business hours with a maximum eight (8) hours response time, 2) upgrades to all LAMPS2 software components including installation and testing, 3) logging and processing of software bug reports. The engineering support shall be to provide modifications to the LAMPS2 software as well as other custom Laser Scan software currently in use for electronic navigational chart production at NOAA. Offerors who believe that they can meet this requirement are required to submit in writing an affirmative response demonstrating the can meet the Governments requirement. To be considered an affirmative response, all responses must included a written narrative statement of capability, including detailed technical information and other technical literature demonstrating the ability to meet the above requirements. In your response, you must address each of the items listed above sufficient detail to permit agency analysis to establish a bona fide capability to meet the requirements. Failure to submit documentation will result in the Government proceeding as stated above. A determination by the Government not to open competition based upon responses to this notice is solely within the discretion of the Government.
